Waiver Policy

JBRES believes every researcher deserves the opportunity to publish — regardless of financial means.

Our Commitment

Open access publishing enables knowledge to flow freely — but only if financial barriers do not prevent researchers in resource-limited settings from contributing. JBRES offers a comprehensive waiver program to ensure that APC costs never prevent a deserving manuscript from being published.

Science for Everyone

JBRES does not reject quality manuscripts on the basis of an author's inability to pay the APC. If you are concerned about the fee, apply for a waiver before or at the time of submission.

Eligibility Criteria

Eligibility CategoryDiscount
World Bank Low-Income Country (Group A)100% waiver (full APC waived)
World Bank Lower-Middle-Income Country (Group B)50% discount
Reviewer Credit (3+ completed reviews in 12 months)100% waiver for one submission
Institutional Member Institution Authors20–50% discount (per agreement)
Hardship Waiver (any country, demonstrated need)Case-by-case — up to 100%

How to Apply

  1. Submit your manuscript through the online submission system
  2. In the submission form, check "I wish to apply for an APC waiver"
  3. Briefly explain your reason for requesting a waiver (2–3 sentences)
  4. Our editorial office will confirm your eligibility within 3 business days
  5. Waiver approval is not linked to editorial decisions — peer review proceeds independently

Alternatively, email [email protected] before submitting.

Important Notes

  • Waiver requests must be made before or at the time of submission — not after acceptance
  • Editorial and peer review decisions are completely independent of waiver status
  • Fraudulent waiver claims will result in manuscript rejection and may be reported to the author's institution
  • JBRES reserves the right to verify eligibility before confirming waivers
